Agricultural laborers and small farmers, where most Southerners worked, didn’t qualify. The system designed around Northern industrial structures, not Southern agricultural ones. Northern factory workers retired with pensions. Southern farmers worked until physically unable, then depended on family. This was structural exclusion, not oversi
