Europe's drive to bolster Ukraine faces two obstacles — Trump and Orban
As the U.S. ramps up pressure on Ukraine to accept a swift and potentially painful peace deal with Moscow, European allies seek to reassure Kyiv it is not alone. For the EU, Ukraine is not merely a strategic partner standing between the bloc and Russian armies — it is also a future member.
Unveiling her plan on Dec. 4, European Commission President Ursula von der Leyen said the EU would cover two-thirds of Ukraine’s needs for 2026 and 2027, for a total of 90 billion euros ($105 billion). International partners would fill the gap.
The Ukrainian leader rejected the demand, making clear that territorial issues remain unresolved as Ukraine and Europe sent a counterproposal to the United States.
