City officials said it suffered from low participation. Vendors trying to get carts said they were frustrated by a sluggish application process.

At the next meeting of the Ukiah City Council Wednesday, the board is scheduled to consider an ordinance that will regulate street vendors operating on sidewalks.

The vendors got to use a fire extinguisher to put out a fire during a demonstration held by the GIFD during the training.
